The Resolution of the Government of the Republic of Uzbekistan from February 15, 2005 № 63 "On the introduction of a mechanism for confirming force majeure circumstances (Force Majeure)"

The document serves as a logical continuation of the Resolution of the Government of the Republic of Uzbekistan from August 28, 2004 № 409 "On improving the organization of the activities of the Agency of foreign economic relations of the Republic of Uzbekistan" and in order to determine the procedure for testifying force majeure circumstances (force majeure) in accordance with the terms of foreign trade transactions.

According to the document, force majeure circumstances are extraordinary, unavoidable and unforeseen circumstances under given conditions caused by natural phenomena (earthquakes, landslides, hurricanes, droughts, etc.) or socio-economic circumstances (state of war, blockade, bans on import and export in the public interest, etc.), independent of the will and actions of the parties, in connection with which they cannot fulfill their obligations.

Office management will be fully converted into the Uzbek alphabet based on the Latin script

The Government Resolution ("№ 61, 10.02.2021) approved the "Road Map" to ensure a complete step-by-step transition to the Uzbek alphabet based on the Latin script.

According to this, in particular, the implementation of the following is provided:

Development of a draft regulatory document aimed at ensuring a complete step-by-step transition to the Uzbek alphabet based on the Latin script;

development of a draft government regulation on the approval of the “Spelling rules of the Uzbek language” based on a new edition of the Uzbek alphabet based on the Latin script;

Submitting the projects to the Discussion Portal of draft normative legal acts (regulation.gov.uz) after checking them for compliance with the rules of the state language, as well as preparation in the Uzbek alphabet based on the Latin script;

ensuring translation of official websites into the Uzbek alphabet based on the Latin script.

Also, the following will be provided in the Uzbek alphabet based on the Latin script:

● certificates of identity, ID-cards, residence permits of stateless persons and citizens of foreign states;

● various forms;

● names of places, streets, terms, organizations, signs, media, advertisements and announcements.

In addition, the activities of central, local print and electronic media, Internet sites, publishing houses, printing houses will be fully translated into the Uzbek alphabet based on the Latin script.

️ Starting from January 1, 2023, the practice of developing, adopting and publishing office-work documents and other documents in the Uzbek alphabet based on the Latin script is being introduced in all organizations.

The Decree of the President of the Republic of Uzbekistan "On formation of the ministry of labor and social protection of the population of the Republic of Uzbekistan" was adopted.

As it mentioned in the Decree, decisions of the Ministry of Labor and Social Protection of the Population of the Republic of Uzbekistan, taken within its competence, are binding on ministries, departments, business associations, enterprises and institutions, local authorities and administrations.

According to the Decree of the President of the Republic of Uzbekistan, a unified system of organization, execution and control will be developed.

The Decree approved the Procedure for organizing control and accountability of the implementation of laws, decrees, resolutions, orders and regulations.

The Ministry of Justice has the following additional tasks:

● conducting targeted and thematic analytical studies and monitoring to ensure timely, complete and high-quality execution of legislative acts and instructions;

● organization of work on coverage and discussion in the media and social networks of the activities of state bodies and organizations to ensure the implementation of acts of legislation and instructions under the heading "Decrees of the President - fulfilment and control".

New directions in tourism will be opened in universities and institutes

From March 1, 2021, a visa-free regime is established for a period of 10 days from the date of entry into the territory of the Republic of Uzbekistan for citizens of the Kingdom of Bahrain, the State of Qatar, the State of Kuwait, the Sultanate of Oman and the People's Republic of China , including special administrative regions of Hong Kong and Macau of the People's Republic of China, subject to the presentation of air tickets for departure to their own or to a third country.

The Decree approved the composition of the Interdepartmental Commission for the Operational Consideration of Transport and Logistics Issues.

Until December 31, 2021, the application of fines for overdue receivables on foreign trade operations in relation to tour operators, travel agents and accommodation facilities is suspended.

Moreover, within the established number of deputy chairmen of the State Committee for Tourism Development, the post of deputy chairperson for the development of pilgrim tourism has been implemented.

Starting from the 2021/2022 academic year, a system of training personnel in the specialties of magistracy will be created at the International University of Tourism "Silk Road", Tashkent State Economic University, Bukhara and Termez State Universities in the areas of "pilgrim tourism", "transport logistics" and "creative industry" (creative industry).

Until August 1, 2021, on an area of ​​64 hectares around the Imam Bukhari complex, a mulberry plantation will be created as a source for the formation of reserves of raw materials for the manufacture of ancient silk paper and the tourist complex "silk industry town" for the production of Samarkand silk paper.
