The Town-planning Code was adopted in the new version

The President signed the Law “On approval of the Town-planning Code of the Republic of Uzbekistan” (№ LRU-676, 22.02.2021).

Several basic concepts are incorporated in the Code, such as “unique and especially important objects”, “objects of advertising and information”, “residential properties”, “urbanization” and others.

This Code clearly defines the basic principles of urban planning activities.

The norms on public control and its types, subjects in the field of urban planning activities have been fixed.

It was established to ensure the participation of public control in the discussion of decisions in this area.

The Code includes norms that determine the main areas of compensation for losses to legal entities and individuals, as well as the procedure for developing and concluding a state contract for the fulfilling of a contract, the implementation of a contract strictly based on a contract.

Additionally, the rights and obligations of experts are indicated during the examination of urban planning documents.

Momentarily, foreign individuals and legal entities can also be subjects of urban planning activities.

The Law comes into force upon the expiration of 3 months from the date of its official publication.

To form a holistic and independent system for assessing the reforms carried out in the country, as well as to ensure the improvement of the country's position in international rankings, the National System for Monitoring and Evaluating the Position of the Republic of Uzbekistan in international rankings was formed.

Jewelry will be traded through e-commerce

The President's Resolution № PP-4998, 22.02.2021 “On measures to create favorable conditions for the further development of the jewelry industry” was adopted.

According to the Resolution, by March 1, 2023, a procedure for selling precious metals to jewelry manufacturers will be introduced based on a direct agreement or with a deferred payment condition.

Starting from April 1, 2021:

it is allowed to apply the hallmark and personal mark of the manufacturer by mechanical (shock) or laser methods;

legal entities licensed to carry out refining activities are allowed to sell measured ingots of their production to individuals and legal entities;

it is allowed to sell jewelry made of precious metals and precious (semi-precious) stones on the domestic and foreign markets through e-commerce;

verification of the client, his representative, and beneficial owner is not required in the case of mutual settlements in cash if the total amount of the transaction does not exceed 600 times the amount of BRV.

The Resolution of the President of the Republic of Uzbekistan from February 24, 2020 PR-4612 «On additional measures to improve the activity of the Cabinet of Ministers of the Republic of Uzbekistan» was adopted

The document was developed with the purpose of further deepening the reforms in the financial and banking sector and the economy, developing the industry and cooperation relations, further improving the efficiency and performance of the activities for implementing the priority tasks of economic development of the country, improving the welfare of the population, coordinating the activities to support private entrepreneurship and reducing poverty, and effective implementation of reforms defined in the Strategy for Development of Agriculture of the Republic of Uzbekistan for 2020-2030, ensuring rational use of land and water resources, and further improving the executive structure of the Cabinet of Ministers of the Republic of Uzbekistan (Government).

Furthermore, by the Resolution the next executive positions were introduced:
a position of Deputy Prime Minister of the Republic of Uzbekistan for Financial and Economic Issues and Poverty Reduction, Minister of Economy and Industry;
a position of Deputy Prime Minister of the Republic of Uzbekistan on Issues of Development of Agricultural and Food Sectors;
a position of Advisor to the Prime Minister of the Republic of Uzbekistan on Issues of Development of Industry and Cooperation Relations;

The safety system is being updated

The Resolution of the President "On measures to raise the activities of the Main Directorate of protection of the National Guard of the Republic of Uzbekistan to a qualitatively new level" (№ RP-4997, 20.02.2021) was adopted.

By the Resolution, the security service of the National Guard was restructured into the Main Directorate of the protection of the National Guard of the Republic of Uzbekistan.

The General Directorate of protection on a contractual basis protects the state, especially important, categorized and other objects, property of individuals and legal entities, as well as diplomatic, consular, and other representations of foreign states and international organizations.

The certified staff of the Main Directorate of Security is recognized as the employees of the National Guard of the Republic of Uzbekistan, according to its legal status, it is equated to employees of the internal affairs bodies.

Starting from July 1, 2021, the employees of the General Directorate of Security will receive a monthly increase of 20 percent of the official salary.

From May 1, 2021, the facility security system will be gradually renewed based on the principle of "High quality by an affordable price".

The recruitment of the positions of military personnel and employees of the National Guard is carried out mainly through selection among workers and employees of the paramilitary units of the Main Directorate of Security (except candidates with narrow specialties) who have appropriate professional training, who have passed preparatory classes and selection stages.

Based on the Military Technical Institute, the Specialized Training Center, the Karakalpak Republican, Fergana, and Jizzakh regional training centers of the National Guard, initial training, retraining and superior training of workers and employees of the paramilitary units of the Main Security Directorate will be prepared.

Furthermore, the document approved the Regulation on the Main directorate of the National Guard and its organizational structure.

The President's Regulation "On measures to prepare for the summit of the Shanghai Cooperation Organization held in the city of Samarkand in 2022" (№ РR-5636, 23.02.2021) was adopted.
