A single identifier has been established that certifies the identity of a citizen in the provision of all state, banking, social and other services

According to the Decree, from May 1, 2021, it will be possible to receive an application form for a biometric passport to travel abroad and pay the state fee electronically through the SPIGS (single portal of interactive government services).

From June 1, 2021, a system is being introduced for the simultaneous issuance of an identification ID card to individuals who have reached the age of 16, their registration with the state tax authorities as a taxpayer, as well as in the accumulative pension system.

From July 1, 2021, taxpayer accounting will be carried out using a personal taxpayer identification number (hereinafter PTIN).

It has been established that PTIN (personal taxpayer identification number) is considered as a single identifier that certifies the identity of a citizen in the provision of all government, banking, social and other services. It is prohibited to maintain separate numbers for the identification of individuals by state bodies and organizations.

Until July 1, 2021:

existing TIN of citizens of the Republic of Uzbekistan, foreign citizens with a residence permit in the Republic of Uzbekistan, as well as stateless persons will be mutually linked with their PTIN (personal taxpayer identification number);
Citizens, foreign citizens with a residence permit, as well as stateless persons who do not have a TIN will be registered as a taxpayer through the PTIN (personal taxpayer identification number).

From June 1, 2021:

The Public Services Agency is the only authorized body for state registration of legal entities (with the exception of non-governmental non-profit organizations, banks and credit bureaus).

Also, it has been established that state registration of state bodies and organizations that currently do not have a legal basis for registration, associations of legal entities, horticultural and viticultural partnerships, consumer, production and agricultural cooperatives, as well as lawyers' associations is carried out by the Centers of Public Services.

The demand from the population and entrepreneurs of 18 types of documents and information is canceled

The Presidential Decree "On additional measures to create more favorable conditions in the provision of public services to the population and business entities, to reduce bureaucratic barriers in this direction" was adopted.

By the decree from June 1, 2021, in providing public services and reducing redundant procedures, the following benefits are created:

registration of 7 types of acts of civil status (birth, marriage, divorce, death, change of name and surname, establishment of paternity, as well as adoption);
medical examination of individuals entering into marriage;
issuance of a biometric passport for traveling abroad is carried out on an extraterritorial basis.

When performing notarial actions, all information regarding the registry office is obtained independently through the information system without requiring unnecessary information from citizens.

A representative of a legal entity which is a business entity is allowed to pay in cash when paying fees and state duties established for the use of public services.

Also, the practice of requesting a certificate of absence of HIV infection when accrediting an employee of a representative office of a foreign commercial organization on the territory of Uzbekistan is canceled.

The procedure for issuing duplicate documents that were issued with a QR code on the document is canceled. Now duplicates of these documents are provided free of charge through the SPIGS (single portal of interactive government services).

The demand from the population and entrepreneurs of 18 types of documents and information specified in more than 450 legislative acts is canceled; these documents will be received by authorized state bodies through the "Electronic government" platform.

The issuance of 18 types of documents and information through the "Electronic Government" system using an interdepartmental integration platform is being introduced. As a result, citizens’ wanderings between government bodies will be prevented.

The President signed the Law "On Environmental Audit"

According to the Law, an environmental audit is carried out on the basis of an agreement concluded between an environmental audit organization and an environmental audit customer, which defines the time frame and other conditions for conducting an environmental audit.

In the case of compliance of the subject of environmental auditing requirements of the relevant regulatory acts, it is not subject to review by the State Committee on Ecology and Environment protection within one year.

Environmental audit can be conducted in the form of a voluntary or mandatory.

Environmental audit in relation to subjects of environmental audit with low or insignificant (local impact) risk of environmental impact is carried out on a voluntary basis.

Subjects of environmental audit related to high and medium risk of environmental impact are subject to mandatory annual environmental audit.

According to the results of the environmental audit, an environmental audit conclusion is drawn up.

This conclusion is a confidential document and is not subject to disclosure without the permission of the customer of the environmental audit.

According to the Law, environmental audit organizations are independent in carrying out their activities.

An agreement on the provision of environmental audit services is concluded exclusively with the presence of a civil liability insurance policy of an environmental audit organization.

Environmental audit organizations are subject to state registration with the Public Services Agency.

Environmental audit organizations cannot be created by state and economic management bodies, as well as by local government bodies.
