The activities of the Fund for State Support of Agriculture will be improved

The Decree of the President "On cardinal improvement of the activities of the Fund for State Support of Agriculture under the Ministry of Finance of the Republic of Uzbekistan" was adopted (№ DP-6179, February 26, 2021).

According to the document, the activities of the Fund for State Support of Agriculture under the Ministry of Finance will be raised to a new level.

Based on this, the payment of compensation to cover part of the interest rate on loans allocated by commercial banks for cotton harvesting will be made at the expense of the Fund.

In this case, compensation is paid for the first 9 months of the loan to cover:

part of the interest rate on commercial loans allocated in national currency, which exceeds the basic rate of the Central Bank, but not more than 10 percentage points;

up to 30 percent of the interest rate set by commercial banks on loans issued in foreign currency, but not more than 3 percentage points.

In 2021, commercial banks will provide loans to vegetable growing clusters, farms, and other vegetable producers for 9 months in the amount of up to 40 percent of the cost of vegetables grown at an annual interest rate at the main rate of the Central Bank (taking into account the bank's margin - 2 percent).

For commercial loans allocated for the cultivation of vegetables in the main areas, starting from the harvest of 2022, a system of compensation for the part of the interest rate that exceeds the basic rate of the Central Bank is being introduced.

The decree defines the main tasks of the Fund.

The procedure for the temporary storage of goods over the established norms at customs posts has been established

The Government Resolution (№102, February 25, 2021) approved the Regulation on the procedures concerning goods imported for non-commercial purposes by individuals over the established norms through border customs posts.

According to the Regulation, the weight and quantity of all goods accepted for temporary storage by the bodies of the state customs service must be measured.

Goods received for temporary storage and documents for them are stored for no more than 30 calendar days, and perishable goods - no more than 2 working days.

The storage period is calculated from the next day they are received for temporary storage.

In the absence of presentation of trade documents confirming the customs value of goods declared by citizens, the state customs service body independently determines the size of the customs value of goods.

For storage of goods accepted for temporary storage by the bodies of the state customs service, starting from the date of acceptance of goods for temporary storage, for every 100 kg. weight (gross) customs duty is levied for each full and incomplete calendar day in the following amounts:

in the first 5 days in the amount of 5 percent of BRV (12 thousand 250 soums), in the next 10 days in the amount of 7 percent of BRV (17 thousand 150 soums), on the remaining days 10 percent of BRV (24 thousand 500 soums);

for the temporary storage of perishable goods in the amount of 15 percent of BRV (36,750 soums).

Return of goods is carried out upon presentation by an authorized person (owner of goods) of an act, certified by the customs authority, and an original identity document.

The goods are returned promptly after payment of customs duties and completion of paperwork.

A Government Resolution (№ 103, February 26, 2021) approved the Program for the construction and reconstruction of buildings and rooms for courts in 2021–2025.

The President signed the Law “On audit activity” (№ LRU-677, February 25, 2021).

According to the Law, the Ministry of Finance is an empowered state body in the field of audit activity.

An auditor can be carried out by persons who have a qualification certificate.

The website of the Ministry of Finance should include information on audit activities, standards of audit activities.

The Central Bank is the authorized body for auditing banks and other credit organizations.

Public associations of auditors have the right to participate in the conduct of qualification exams and the development of test questions.

Interference in the activities of audit organizations is not allowed.

An auditor can be a founder (participant) of only one audit organization in which he/she works.

The auditor qualification certificate is issued by the Ministry of Finance.

To obtain a certificate, the applicant must have a higher education and work experience of at least 3 out of the last 10 years in the field of accounting and auditing or HEI.

Applications for obtaining a certificate are considered within 3 working days. The decision is made on the admission or refusal of the applicant's admission to the qualification exam.

Also, the Law determines the status of an audit organization.

In particular, the audit organization has the right to carry out audit activities from the date of entering information about it in the Register of Auditing Organizations.

Auditing organizations carry out audits and other related services.

The law comes into force after three months from the date of its official publication.

Some projects in the water sector will be implemented based on public-private partnership

The Presidential Resolution (№ RP-5005, February 24, 2021) approved the Strategy for water resources management and development of the irrigation sector in the Republic of Uzbekistan for 2021–2023.

The Strategy will ensure the next:

● reduction from 526 thousand hectares to 424 thousand hectares of the irrigated area with a low level of water supply;

● bringing the introduction of water-saving irrigation technologies from 308 thousand hectares to 1.1 million hectares, including drip irrigation technologies - from 121 thousand hectares to 822 thousand hectares;

● reduction from 1,926 thousand hectares to 1,888 thousand hectares of saline lands;

● re-introduction of 232 thousand hectares of irrigated land areas out of agricultural use;

● bringing up to 18,576 units of the number of water facilities keeping water accounting based on the digital technology “Smart Water”;

● transfer to automated control based on digital technologies of 60 large water facilities;

● online monitoring of electricity consumption and water consumption at 5,231 pumping units at 1,688 pumping stations of the Ministry of Water Resources;

● Implementation of a total of 124 projects in the water sector based on public-private partnerships.

Until October 1, 2021, a zero customs duty rate has been established for the import of ethylene polymers (TN VED code 3901) and propylene polymers (TN VED code 3902).

Until July 1, 2021, an automated interdepartmental information system of water resources will be launched in stages.

The procedure for conducting anti-corruption expertise of legislative acts has been radically improved

On February 24, 2021 by the order of the Minister of Justice (reg. № 3287), the Regulation on the procedure for conducting anti-corruption expertise of regulatory legal acts was approved.

The regulation introduces a completely new procedure for identifying corruption-generating factors - filling in the checklist by state bodies and organizations.

At the same time, an analysis of each norm and provision of the project is carried out, the presence or absence of a corruption-generating factor is reflected in the checklist.

In particular, the unjustified application of exceptions in the legislation is prohibited, it is determined that the adopted norm should be uniform and common for all.

To create convenience for the developers of draft regulations, specific examples of corruption-generating factors are given.

Now the public will be widely involved in the anti-corruption expertise of projects.

At the same time, citizens can express their opinion and position on project legal acts by filling out a checklist on the regulation.gov.uz portal.

Also, it has been established that the anti-corruption expertise of the existing normative legal acts will be carried out within the framework of an efficiently established system of legal monitoring.

The main purpose of the document is to prevent the legalization of corruption.
