Local budget reports are subject to external audit

The Law "On amendments and additions to some legislative acts of the Republic of Uzbekistan in connection with the improvement of the budgetary process" was adopted.

According to the additions made, now the projects of local budgets of the regions will be submitted to the Accounts Chamber for conclusion.

The Accounts Chamber also conducts an external audit of the report on the execution of local budgets.

The draft law "On Amendments and Additions to the Law on the State Budget" is submitted to the Legislative Chamber on the basis of the conclusion of the Accounting Chamber.

From now on, at least 30 percent of additional sources of budgets of districts and cities will be directed to financing activities that will be formed on the basis of public opinion. (previously it was 10 percent)

Budget loans and credits are provided to legal entities-residents at a rate of at least 50% of the base rate of the Central Bank.

The key rate of the Central Bank today is 14 percent, budget loans and loans are issued at a rate of at least 7 percent.

The main objectives of the Agency for the work of Mahallabay and the development of entrepreneurship are determined

The Resolution of the President "On measures to organize the activities of the Agency for the work of Mahallabay and the development of entrepreneurship under the Ministry of Economic Development and Poverty Reduction" was adopted.

In accordance with the Resolution, the post of Deputy Minister of Economic Development and Poverty Reduction - Director of the Agency for Work of Mahallabay and the development of entrepreneurship was introduced.

The main objectives of the Agency are determined:

implementation of a unified state policy on the economic development of entrepreneurship and mahallas in the republic;
provision of employment of the population with profitable labor on the basis of the vertical system of work of Mahallabay, attracting them to entrepreneurship, training and orientation to self-employment activities;

coordination of the activities of authorized state bodies and organizations and assistants of the khokim of the district (city) on the development of entrepreneurship, ensuring employment of the population and reducing poverty in mahallas.

According to the Resolution, the State Entrepreneurship Support Fund was transferred to the structure of the Ministry of Economic Development and Poverty Reduction.

Within the structure of the Agency, a Fund was created to involve the population in entrepreneurial activity, which does not have the status of a legal entity.

Some state universities will independently determine the cost of training on a fee-contract basis

The Presidential Resolution "On measures to provide financial independence to State higher educational institutions" was adopted.

The Resolution approved the list of state universities (35), which are granted financial independence.

From January 1, 2022, financially independent state universities will independently make decisions on:

establishing and extending the value of the contract, terms of payment;
attracting domestic and foreign professors and specialists on a contract basis;
providing scholarships and grants to students at their own expense;
direct purchases of educational and scientific literature, textbooks, teaching aids abroad;
establishing the procedure for the provision of paid services in empty buildings and structures;
establishing an annual mileage limit for vehicles and requirements for their maintenance.

Furthermore, in accordance with the Resolution, an online monitoring of the expenditures of state universities for internal audit and financial control services will be created.

The International Center in the field of food and agriculture was established

The Presidential Resolution "On measures to further improve the system of research of reforms, strategic planning and management in the field of food and agriculture" was adopted.

The Resolution established the International Center for Strategic Development and Research in the Sphere of Food and Agriculture under the Ministry of Agriculture on the basis of the Research Institute of Agricultural Economics and Food Sector in the system of the National Center for Knowledge and Innovation in Agriculture.

One of the main objectives of the center is the institutional analysis of the food and agricultural sectors and the development of the main directions of reforms.

According to the Resolution, in 2022-2023, demonstration field work will be organized to create orchards and vineyards, grow vegetables, potatoes, melons, legumes and oilseeds.

The center regularly publishes on its official website information on the funds received from the state external debt account on the projects implemented and completed, as well as on the results achieved.
