Some state universities will independently determine the cost of training on a fee-contract basis

The Presidential Resolution "On measures to provide financial independence to State higher educational institutions" was adopted.

The Resolution approved the list of state universities (35), which are granted financial independence.

From January 1, 2022, financially independent state universities will independently make decisions on:

establishing and extending the value of the contract, terms of payment;
attracting domestic and foreign professors and specialists on a contract basis;
providing scholarships and grants to students at their own expense;
direct purchases of educational and scientific literature, textbooks, teaching aids abroad;
establishing the procedure for the provision of paid services in empty buildings and structures;
establishing an annual mileage limit for vehicles and requirements for their maintenance.

Furthermore, in accordance with the Resolution, an online monitoring of the expenditures of state universities for internal audit and financial control services will be created.
