Compensation is paid to citizens who leave for labor migration, particularly

To citizens registered in the program complex “labor-migration”, studying a profession or a foreign language and traveling to organized labour migration until September 1, 2022 compensation is paid in the amount of:

up to 3 times the amount of BCA (810 thousand soums) - in order to cover the costs of qualification exams on foreign languages or profession, including, in case of successfully passing the exam;

up to 2 times the amount of BCA (540 thousand soums) - in order to cover the costs associated with the purchase of a travel ticket;

up to 5 times the amount of the BCA (up to 1 million 350 thousand soums) - in order to cover the costs associated with obtaining a "work visa" for employment in developed countries.

A special procedure is established for issuing the rights to use a subsoil plot for competitive bidding.

The Presidential Decree (6319 dated 06.10.2021) "On measures to further stimulate geological exploration and improve the procedure for taxation of subsoil users" was adopted.

From January 1, 2022, a special procedure will be established for issuing the rights to use a subsoil plot for competitive bidding. Wherein:

the amount of the sale is considered as the amount of the premium for the right to use the subsoil and is transferred to the republican budget minus the costs of the organizers of the competitive bidding;

The organizer of competitive bidding or participants in competitive bidding have the right to offer increased tax rates for certain types of taxes in the extraction (mining) of minerals.

From January 1, 2022, the following will be canceled:

commercial bonus for the extraction of minerals, levied for the right to extract minerals;
a signature bonus charged for the right to carry out activities for the identification and exploration of minerals.

From January 1, 2022:

land plots allocated for geological prospecting and (or) survey work are not subject to taxation by land tax levied on legal entities;

An annual license fee is introduced for the use of subsoil for geological exploration.

Reimbursement of the amount of VAT to legal entities carrying out geological exploration is made no later than 30 days from the date of application.


From October 1, 2021:

● the excise tax rate for the sale of natural gas for export is set at 0 percent;

● Legal entities are exempt from paying customs duties when importing natural gas into the territory of Uzbekistan.

The use of tobacco products on local and long-distance trains, river vessels in unidentified places, in railway carriages (including vestibules) of suburban trains, buses following intracity, suburban, intercity and international routes, as well as in taxis, route taxis and city electric transport, entails the imposition of a fine in the amount of one third of the Base Calculation Amount BCA (90 thousand soums).

The use of tobacco products on aircraft entails the imposition of a fine in two times of Base Calculation Amount BCA (540 thousand soums).

When exporting products, part of the transportation costs will be compensated

Government Decree (No. 618 dated October 4, 2021) approved the Regulation on the procedure for compensating part of the transportation costs for exporting products.

According to the Regulation, in order to provide compensation:

The exporter must be registered in Uzbekistan;
the products must be locally produced;
exports are carried out to countries not bordering Uzbekistan (with the exception of Afghanistan and other cases provided for by law);
the goods must be placed in export mode (the exception is the export of products by mail in the amount of up to $ 5 thousand);
in the export contract, the transportation costs for the delivery of products must be assigned to the exporter, who must make payments.

The application and the relevant documents shall be submitted to the Export Promotion Agency directly, by mail or electronically via the Agency's website.

At the request of the exporter, the decision (conclusion) on the provision of compensation is made by the authorized body. There is no fee for reviewing the application.

The grounds for refusal to pay compensation are:

non-compliance of documents with the established requirements;
inaccurate, unreliable information or distortion of information in the documents;
termination of the subsidy allocated for the current year.

When exporting products, up to 50% of transportation costs can be reimbursed

The Law establishes the financial liability of military personnel for causing harm to the state

The President signed the Law (ЗРУ -718 dated September 30, 2021) "On amendments and additions to the Law of the Republic of Uzbekistan "On Universal military duty and military service".

According to the amendments to the Law, the following Commissions will be created:

For conscription for urgent military service:
● Leader’s Council - under the departments of defense affairs of the Republic of Karakalpakstan, regions and the city of Tashkent;
● Military Medical Commission - at the assembly (training) points of the Republic of Karakalpakstan, regions and the city of Tashkent;
● Commission for the recruitment of the Armed Forces - under the district (city) departments of defense affairs;

For conscription for alternative service, for service in the mobilization conscription reserve, granting deferrals from military service conscription and transfer to the reserve of the Armed Forces – Territorial commissions under the departments of defense affairs;

For medical examination of conscripts, determination of their degree of health and referral for treatment –Territorial medical commissions under the departments of defense affairs.

Also, according to the amendments made to the Law, the financial liability of military personnel, university cadets, military conscripts called up for military assembly (training), and serving in the mobilization conscription reserve has been established.
