Cases in civil courts will be considered in a simplified procedure

The President signed the Law "On amendments and additions to some legislative acts of the Republic of Uzbekistan due to the creation of more favorable conditions in applying to the court and introduction of a simplified procedure for legal proceedings in civil proceedings».
The Law has introduced the institute of simplified proceedings into the Civil Procedure Code.

Cases are considered in a simplified procedure, if the assessment of the claim does not exceed 20 times of the Base Calculated Amount in respect of legal entities, 10 times - in respect of individual entrepreneurs, 5 times-in respect of individuals.

The definition of initiating a case in a simplified procedure indicates that the defendant must submit his written opinion on the statement of a claim and send it to the defendant.

The defendant has the right to submit to the court his written opinion on the statement of claim with the attachment of documents and evidence on which it is based.

In a simplified procedure, the case is considered individually within a period of not exceeding 20 days from the date of the ruling.

The term of consideration of the case in a simplified procedure shall not be extended.

The court considers the case in a simplified procedure without conducting a trial, summoning the parties and hearing their explanations.

The court checks the explanations, objections and (or) arguments set out in the documents submitted by the parties, gets acquainted with the evidence and decides on the resolution.

The law comes into force from the date of its official publication.

The Presidential Decree "On the approval of the international Treaty" was adopted

The Decree approved the Agreement on cooperation in the field of promoting employment of the population of the member states of the Commonwealth of Independent States, signed on May 28, 2021 in Minsk at the meeting of the Council of the Heads of Government of the member States of the Commonwealth of Independent States.

The Ministry of Employment and Labor Relations has been appointed as the authorized body responsible for the implementation of this international agreement.

The Cabinet of Ministers and the heads of the relevant ministries and agencies ensure the fulfillment of Uzbekistan's obligations after the entry into force of this international treaty.

● Send an application via Single portal of interactive public services (my.gov.uz) for changing the polling station located at the temporary residence address.

In case if the application is reviewed and approved within 1 working day, the student will be able to vote at the polling station closest to him.

Customs posts of «Remote electronic declaration» will be established

The Presidential Decree «On simplification of customs procedures and further improvement of the organizational structure of the state customs service bodies» was adopted.

By the decree, non-category customs posts for «Remote electronic declaration» will be gradually established in the following regions:

● From October 1, 2021 - in the customs administrations of Tashkent, Syrdarya, Kashkadarya and Khorezm regions;
● From April 1, 2022 - in other territorial administrations.

From October 1, 2021, the «Remote electronic declaration» posts will remotely process electronic customs cargo declarations of participants in foreign economic activity (FEA).

From December 1, 2021 at the checkpoints of cars across the State Border of the Republic of Uzbekistan:

The tasks of checking and issuing the relevant documentation for the goods of veterinary and phytosanitary authorities are carried out through the customs information system «Single Window» or information systems integrated with it;
The practice of stamping and registration of commodity transport documents by Veterinary and phytosanitary bodies will be abolished.

From January 1, 2022:

overpaid or levied customs duties are refunded to the FEA participant within 3 business days;
The minimum period of deferral or installment payment of customs duties will be set at 14 days, during which no interest is charged.
The Central Customs Laboratory will be established in the system of the State Customs Committee.

The laboratory will take measures to obtain the status of the «Regional Customs Laboratory» of the World Customs Organization.

The laboratory will provide other services related to the determination of the composition of nicotine-containing products and alcoholic beverages, the provision of other services related to the examination and certification of goods.

The activities of the regional representatives of the Ombudsman will be established

The Presidential Decree "On measures to improve the activities of the Authorized Person of the Оliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman)" was adopted.

According to the Decree, the positions of regional representatives of the Ombudsman, working on a permanent basis in the regions, will be introduced.

Regional representatives of the Ombudsman, particularly:

ensure the observance of human rights, freedoms and legitimate interests, organize and conduct monitoring of human rights;
receive and consider citizens' complaints, assist in the restoration of their violated rights.

Regional representatives of the Ombudsman are directly accountable to the Ombudsman in their activities.

According to the Decree, a new draft law " On the Authorized Person of the Оliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman)" "will also be developed.

The list of internationally recognized certificates for assessing the level of knowledge of foreign languages has been approved

The Resolution on the popularization of foreign language learning has passed state registration with the Ministry of Justice.

The Resolution defines:

List of internationally recognized certificates that assess the level of foreign language proficiency;
The level of compliance of national and international certificates that determine the level of proficiency in foreign languages.

Note: requirements for the level of foreign language proficiency are established for teachers of foreign languages of state educational institutions.

According to the requirements, starting from the 2022/2023 academic year, newly hired teachers for the positions of teachers of foreign languages of state educational institutions must have a national or equivalent international certificate of the appropriate level at least level B2.

Financial sanctions for late tax return filing will be canceled.

The Presidential Decree "On measures to create more favorable conditions for business entities in the performance of tax obligations" was adopted.

According to the Decree, from January 1, 2022:
financial sanctions are not applied for offenses identified by the results of a desk tax audit;
financial sanctions for failure of entrepreneurs to submit tax reports within the established deadline are canceled.

In January-July 2022, as an experiment, tax reports on value added tax, excise tax, turnover tax and land tax from legal entities - taxpayers registered with the State Tax Department of the Khorezm region will be calculated and formed.

Also, until January 1, 2022, taxpayers will be given the opportunity to reflect in electronic invoices the objects of taxation or other objects related to taxation necessary for calculating value added tax, excise taxes and turnover tax.
