The procedure for obtaining a second and subsequent education has been established

The Governmental Resolution approved the Regulation on the procedure for obtaining a second and subsequent education in higher educational institutions.

According to the Regulation, persons who have a bachelor's degree (a certified specialist) with a higher education can obtain a second and subsequent higher education in bachelor's degree courses.

The parameters of admission to the second and subsequent higher education are determined by the University Council.

For admission, applicants are registered annually from July 10 to August 10 (and on this day as well) through a special electronic system developed by the Ministry of Higher and Secondary Specialized Education.

The admission procedure (the form of the entrance exam, the evaluation criteria, the timing of the exam) is published on the official website of the university annually until July 1.

The admission results are published by the university annually until August 30.

Studying in the second and subsequent higher educational institutions begins from the 2nd year. At the same time, the duration of studies is set one year less than the period established for the corresponding courses of bachelor's degree.
The Regulation does not apply to higher military educational institutions.

This procedure comes into force from May 1, 2022

The procedure for reimbursement of part of the rent to students has been established

The Government Resolution approved the Regulation on the procedure for reimbursing part of the monthly rent to students of state higher educational institutions living on a lease basis at the expense of the State budget.

According to the Regulation, the reimbursement of part of the monthly rental payment to students living on a rental basis applies to applicants living on a rental basis in accordance with a real estate rental agreement that has been registered by the state tax authorities.

Within the registered permanent place of residence (at the level of the district, city), a part of the monthly rent is not reimbursed to applicants.

In cases where two or more students live in the same residential premises on a rental basis, all of them must be registered in the rental agreement.

This procedure applies only to students of a state university studying full-time and living on a rental basis.

In this case, the applicant submits the relevant information or documents to the Deputy Dean of the Department of Youth Affairs of the faculty where he studies or to the Department of Coordination of Student Housing of the University.

Responsible persons examine the compliance of the applicant's data with social criteria within 1 week.

The information is then summarized and presented to the selection committee on the first day of the next week for review and conclusion.

The Commission makes a decision within one business day after examining the information about the applicants.

Accordingly, the order of the rector of the state university (director of the branch) is drawn up, which contains the relevant information about the applicants, whose applications were satisfied, and their list submitted to the accounting department for making payments.

For students whose application has been approved, part of the rent is covered by the State budget from the date of submission of the application.

Compensation for part of the rent:

is determined during the academic year (annually from September 1 to July 1) or in accordance with the curriculum, depending on the length of the academic year;
reimbursed after the submission of applications by the applicant to the responsible persons before the 7th day of each month.

Applications submitted after the expiration of these deadlines will not be considered.

Note: the reimbursable part of the rent in the city of Tashkent should not exceed 1 time of the BCA, in other regions - 0.5 time of the BCA (Base calculation amount).

Regional internal road repairing will be done based on public opinion

The Presidential Decree "On measures to further expand the financing of activities formed on the basis of public opinion through the «Open Budget» information portal" was adopted.

In accordance with the Decree, until October 1, 2021:

For districts and cities where less than 1 billion soums have been formed in the civil initiatives fund, an additional 57.9 billion soums will be allocated;

Districts and cities with more than 100 proposals received through the information portal "Open Budget", will be allocated an additional 59.5 billion soums.

Starting from January 1, 2022, in the parameters of the budgets of districts and cities, 50 percent of the funds allocated for the regional internal road repairing will be directed to the internal road mending, the need for which will be formed on the basis of public opinion through the «Open Budget» information portal.

Khokimiyats of districts and cities quarterly until the 25th day of the month following the next quarter post on the official website and information portal "Open Budget" information on the financing of activities, formed on the basis of public opinion.

Also, a rating of regions based on the level of citizens ' engagement in the process of initiative budgeting will be introduced

The portal of the electronic agro-industrial market will be created

Resolution of the Cabinet of Ministers "On additional measures to reduce losses of agricultural and food products" was adopted.

In accordance with the Resolution, a portal of the electronic agro-industrial market will be created in the state institution "Center for Digitalization of Agro-Industry" under the Ministry of Agriculture.

On this electronic portal:

the level of provision of the domestic market with the main types of food products is constantly assessed;
online cooperation and e-commerce will be established between economic entities.

The electronic portal will operate in "test mode" from October 1 to December 1 of 2021 and will be fully launched from January 1, 2022.

In accordance with the Resolution, a mechanism is introduced for entrepreneurs to pay for the cost of land plots and buildings and structures that are state property allocated through the electronic trading platform "E-AUKSION", as an exception, in equal shares within one year from the date of the auction.
