"Mehribonlik" houses are attached to the National Guard

The Presidential Resolution "On measures to introduce a radically updated system of upbringing of orphans and children left without parental care" was adopted.

According to the resolution, "Mehribonlik" houses, children's townships, family-type children’s homes and children's homes (educational institutions) of the Ministry of Health system were added to the jurisdiction of the National Guard.

The position of the Deputy Commander of the National Guard, responsible for the effective organization of the process of training, education, and leisure of young people in educational institutions, has been introduced as part of the National Guard.

According to the resolution, military personnel and employees of the National Guard are assigned to family-type children’s homes and children's homes, as well as orphans (under the age of twenty-five) taken under guardianship, and into a family for upbringing (patronage).

Attached servicemen and employees study the state of education and living conditions of orphans and children left without parental care.

A rating system of educational institutions will be introduced by evaluating the results achieved by the students of educational institutions.

By January 1, 2022, the University of Public Security will organize retraining and advanced training of teachers of educational institutions.

From November 1, 2021, funds will be established to support orphans and children left without parental care, included in the “Mehr daftari”.

The social status of girls brought up in educational institutions, taken under guardianship, and foster care (patronage), is studied at least twice a year.

Girls brought up in educational institutions, taken under guardianship, guardianship and and foster care (patronage), will be included in the "Mehr daftari", they will be provided with comprehensive assistance in solving problems of concern and finding their place in life after graduating from educational institutions.

Moreover, every year 25 teachers of educational institutions will receive free treatment in sanatoriums of the Federation of Trade Unions of Uzbekistan.

A new procedure for providing housing for orphans and children left without parental care will be established

The Presidential Resolution "On measures to introduce a new system of state support for orphans and children left without parental care" was adopted.

According to the resolution, from August 15, 2021:

Orphans and children left without parental care, without fixed housing, registered as in need of housing, in the year they reach the age of 18, are allocated 1-room apartments in multi-apartment residential buildings with a total area of at least 25 square meters, in the case of marriage between adult orphans – 2-room apartments with an area of at least 50 square meters. Meantime, apartments are allocated to children with disabilities classified in this category up to the third floor of multi-storey residential buildings;

apartments for orphans and children left without parental care are purchased by khokimiyats in the primary real estate market in apartment buildings built in districts (cities);

if there are no apartments on the primary real estate market in the relevant districts (cities) that meet the criteria provided for by this resolution, apartments are purchased on the secondary real estate market according to the relevant criteria on the basis of the conclusion of the territorial commissions "Xalqparvar";

Provision of housing for orphans and children left without parental care is carried out based on the "online queue" system, while it is not allowed to make changes to this queue and the extraordinary allocation of housing to children bypassing the existing queue;

housing is allocated to orphans and children left without parental care on the basis of property rights, but without the right to sell, donate, pledge, lease or register other citizens at the place of permanent residence in this housing, with the exception of himself and his family members (spouse, children), until they reach the age of 30 years.

However, on the basis of a reasonable appeal of orphans or children left without parental care, local khokimiyats provide a permit for sale with the condition of expanding the total area of housing and maintaining the requirements provided for by this resolution.

What do you know about legal technical schools?

There are 14 legal technical schools in our republic.

They train personnel in the following specialties:
state-legal activity;
legal services;
judicial and legal activities.

Individuals who have received general secondary (11 classes) or secondary special education, as well as those who have graduated from a professional educational institution, can apply to legal technical schools.

Applications for admission are accepted online through a Single interactive portal of public services (my.gov.uz) or the official website of the State Testing Center (technikum.dtm.uz).

Admission of documents will take place from 1 to 20 August (inclusive) of the current year.

Admission to legal technical schools is carried out through testing which is conducted by the State Testing Center.

The set of subjects that will be tested, the evaluation criteria, the number of test tasks – all this will be determined and held in accordance with the requirements established for admission to the bachelor's degree at TSUL.

Foreign citizens are accepted based on an interview organized by legal technical schools.

Applicants are admitted to study on a state order, on a paid-contract basis, including on a differentiated paid-contract basis.

The term of study is 2 years.

The system of certification of auditors will be improved

The Presidential Resolution "On Additional Measures to Improve the Auditor Certification System" was adopted.

According to the resolution, from August 15, 2021, the following functions of the Ministry of Finance will be entrusted to public associations of auditors:

conducting qualification exams to obtain an auditor's qualification certificate;
issuance, renewal, extension and termination of the auditor's qualification certificate;
approval of advanced training programs for auditors.

The regulations for conducting qualification exams are approved by public associations of auditors in agreement with the Ministry of Finance.

From August 1, 2022, the updated curricula of the Tashkent State Economic University, the Tashkent Financial Institute, the Samarkand Institute of Economics and Service (experimental and testing higher educational institutions) will be introduced into the educational process, providing for an in-depth study of international audit standards in the areas of undergraduate and master's programs "Accounting" and "Audit".

In addition, by the end of 2021, a system of conducting a national qualification exam will be introduced, the results of which will be accepted within the framework of international certification of accountants in the areas of “Law” and “Taxation”.

Some areas will specialize in floriculture

The President's Resolution "On the further development of floriculture and nursery industries in the regions of the republic" was adopted.

According to the resolution, Andijan, Izboskan and Altynkul districts of Andijan region, Namangan and Davlatabad districts of Namangan region, Zaamin and Gallyaral districts of Jizzakh region will specialize in floriculture.

In these areas:

flower clusters will be organized as an experiment;

entrepreneurs engaged in floriculture will be provided with land plots ranging from 0.06 hectares to 1 hectare on a lease basis for running a dekhkan farm for 30 years through an open electronic tender;

at least 10% of the funds allocated under the Every Family is an Entrepreneur Program will be directed to the organization of floriculture projects;

citizens included in the "iron notebook", "women's notebook" and "youth notebook" will be provided for rent through an electronic online auction (on non-agricultural land) or an open electronic tender (on agricultural land) a land plot with an area of 0.5 hectares for the organization of 25 "Training grounds for floriculture" with an area of 0.02 hectares each;

Unemployed, low-income families who have successfully completed training courses at the " Flower Growing Training Grounds” and received a special certificate are leased land plots of 0.06 hectares or more through an electronic online auction (on non-agricultural land) or an open electronic competition (on agricultural land).

From September 1, 2021, 50% of the transport costs of entrepreneurs for the import of raw materials (flower seedlings, seeds, bulbs and cuttings) will be reimbursed, the share of which from the export of flowers in the annual export revenue in 2021-2024 will be at least 30% and more than 100 thousand US dollars.

From the 2022/2023 academic year:

the training of personnel in the specialty of the master's degree “Floriculture” in agricultural universities will begin;
The Tashkent State Agrarian University, together with the Isparta University of Applied Sciences of the Republic of Turkey, will organize training in the field of ornamental gardening and floriculture.

Large wholesale markets for flowers and seedlings will be organized in Namangan, Samarkand regions and the city of Tashkent.
