If you want to ask strangers about the time, there are better ways than just saying "What time is it":

Excuse me, do you have the time?

I am sorry, could you tell me what time it is?

Hi, could I ask you the time?

These are more polite and better ways of asking the time. You should make a slight modifacation when you ask strangers about the time. But you can just say " What time is it" to the people you know better

Somthing that requires little thought/ considiration because it is an easy decision. It is used with to be: To be a no-brainer:

Examples:

The restaurants next to the beach are so much cheaper than the restaurants in the city center. So it was a no-brainer, we went to the beach

The posts in this channel are so interesting and informative. So it is a no-brainer, everyone join the channel

Examples:

In the world:
